you can go to Four Seasons Hotel Philadelphia at Comcast Center, on the top level there is a restaurant/bar if they ask you just tell them that you for the restaurant on the rooftop. if you want you can order a small thing coffee/wine/beer. you can see all Philadelphia from sky-high, really recommended!!

Center City Philadelphia - Getting around
by car - you can drive by car its just a 15-17min drive to the central city. by Train- there is a train that can take you the central city, "PATCO TRAIN" it's around 5$ a ticket. that station located about a 10min drive from my place. (Ferry Ave station), if you come with a car there are parking spots there you can take also Uber/Lyft/taxi.
