Like its name implies, Hilltop Park is on top of the hill. There's a playground for kids, a skate park, a sundial, exercise equipment, and other neat stuff. Because of its location, it is a bit isolated and most of the people who frequent the park live nearby. You get a very expansive view of the Bay up here.
