For the best view over Havana go to La Torre, the bar on the 36th floor of the FOSCA building in Vedado. It's particularly beautiful at sunset. The restaurant is expensive but the drinks at the bar are very reasonable. It is located atop of the Focsa building which is a colossus of modernist architecture, the idea is to provide French-Cuban haute cuisine, a fine dining experience on the top of the world, or at least as high as you can get in Havana. It is a walkable distance of 8-9 blocks from home.
